Traffic Signal Adjustments on September 7   Posted 9/2/10

The GCA board is pleased to report that it has gained the agreement of VDOT to modify the Glenmore Way traffic signal to improve its safety. This follows an earlier rejection by Albemarle County to recommend any adjustments to VDOT. stop bar further forward. This will significantly improve the sight lines as you exit Glenmore. Most of the work will be carried out after 7PM, and residents should be prepared for some traffic delays while this is in progress.

Work begins on New Loop Road   Updated 8/20/10

Work is under way on clearing, grubbing, and debris removal, in preparation for constructing a new loop road within Glenmore. This is in accordance with County approved plans, and will access the Glen Oaks development to its east, and Leake development to its west. The project is being carried out as the preliminary step in the development of Glen Oaks by Neal Sansovitch. The loop road will ultimately connect Farringdon Road at the east edge of Glenmore with Carroll Creek Road in the south. Access to the project, which will include about 13 future building sites over the next few years, will be through Farringdon Road, and a new emergency entrance at the end of Running Deer Road. The final connection to Carroll Creek Road will require a new bridge over the Carrol Creek, which will probably be built only when the Leake property, to the west of the loop road, is developed by Glenmore Associates.

Construction Problems

Several residents have expressed concerns about contractor activity on new home building projects.

Glenmore Associates (977-8940) and their Architectural Review Board (987-9917) are fully responsible for compliance to Glenmore C&Rs for these projects, which includes proper management of construction process, contractors, and their impact on the community. These are the people to contact with any concerns or questions.

Neither the GCA nor the gate house staff has any direct knowledge of, or responsibility for, a developer or contractor's compliance.

You may also contact the contractor directly, whose name or permit should be posted on the building site. Albemarle County issues building permits and their inspectors also visit the sites to inspect for code compliance.

Details of Glen Oaks Emerge Posted 8/21/10

When the Glen Oaks area was sold by Glenmore Associates earlier this year, a "Supplemental Declaration" was recorded that modified the Covenants and Restrictions of Glenmore. This maintains the Glen Oaks development as part of Glenmore, but frees it from most of the restrictions that apply elsewhere. The intent is to create a more rural atmosphere consistent with estate-sized lots.

Equestrian Center Posted 8/21/10

Despite the efforts of GCA board members, we have been unable to obtain a written agreement with the Equestrian Center on a Right of First Refusal. This would provide the GCA with an option to purchase the property, should it come up for sale at some time in the future. We recognize the importance of maintaining a pastoral entranceway to Glenmore, and hope to have such an agreement in place early next year.

Country Trails Adjustments   Updated 8/21/10

The GCA and CARB have completed their analysis of how to maintain the country trails surrounding Glenmore, which was being performed by the developer prior to the sale of the Country Club and Equestrian Center earlier this year. At its August meeting, the board of the GCA decided to remove Sunset Ridge Trail from the list of maintained trails, because of its very low usage. The board has authorized the CARB to provide sufficient maintenance to all other country trails such that they are walkable. Sections that are predominantly used by horses (primarily situated within the Equestrian Center area) will be maintained by the Equestrian Center.

Change to Delinquent Dues Procedure Posted 8/21/10

As a further step in improving our financial control processes, the GCA board has approved a modification to the procedure for collection of late dues. Previously we have placed a lien on properties whose owners do not pay dues in accordance with our covenants. But the GCA is not able to collect against the lien until the property is sold, and additionally there is a 3 year statutory limitation. The new procedure allows the GCA to process a judgment against the owner in addition to the lien, providing the GCA the option of collecting the dues through small claims court if necessary.

We have been successful in getting our contractors to stop parking their trucks on the roadside grass, but it appears that many residents have not heard the message!

Please ensure that you and your visitors park with all their wheels on the hard pavement, not on the grass shoulder of the road anywhere in Glenmore! There is enough room on all our roads to pass a parked vehicle, and we are incurring extensive damage due cars on the grass.

Insurance Adjustments Posted 8/21/10

Following the deeding of common areas and the gatehouse to the association from the developer, and the pending transfer of roads, we have increased our aggregate liability insurance coverage to $5 million per incident, and added coverage for the gatehouse building and equipment. Following the significant expenditures this year on tree removal and damage, we are now investigating the option of adding storm damage coverage.

Strong Support for Electronic Voting and Documents   Updated 8/6/10

We recently invited all lot owners with registered email addresses to 'opt in' to electronic document delivery and on-line voting. The overwhelming majority of those responding have elected this option, and we encourage everyone else to do so. This will reduce the costs associated with mailing documents to members, including the large packet sent to all property owners prior to each annual meeting, in addition to four newsletters each year, and occasional other mailings.

On-line voting will be simple and secure. Each lot owner will receive a 'security code' sent to their primary email address, which must be entered, together with the email address itself, on the voting screen. Although we will know who voted, as well as the total votes cast, we will not have visibility as to how any individual voted. The process is actually more secure, yet easier to administer, than the traditional paper ballots.

Dumping in Glenmore   Posted8/2/10

Please note that there is only one area within Glenmore where dumping of waste is allowed, and even that is strictly limited to compostable vegetation matter. The area is located behind and to the right of the RV lot. Take Carroll Creek Road to the Waste Water Treatment Plant, and follow the track off to the right just beyond it to behind the RV Lot.

This area is currently owned by Glenmore Associates, who have agreed that vegetation may be dumped there temporarily. Please do NOT dump anything to the left of the path (much of which is now owned by Neal Sansovitch) or near the waste water treatment plant (which is owned by ACSA). And take all building materials or other non-vegetation waste outside of Glenmore.

Automated License Plate Recognition   Posted 7/18/10

Security matters to all of us. Both the Security Liaison Committee and the Controlled Access Committee are concerned that the use of clickers for the residents' gate is open to abuse. Clickers can easily be passed from one person to another. We had previously tried the Flash2Pass mechanism, but it too had security shortcomings, and we no longer issue those. We are now actively investigating ALPR systems (Automated License Plate Recognition) which are widely used in government locations and many homeowner communities. This technology, which almost instantly determines a license plate number using a digital camera, is very secure, and has the advantage of not relying on anything attached to the vehicle itself, and is easily updatable at no incremental cost. The gate will open automatically if an approved vehicle is approaching it. Suppliers are being interviewed, and prices determined.

Common Areas Transferred to Residents   Posted 7/10/10

We've been waiting a long time for this, but finally Glenmore's common areas are under the ownership of the GCA! 148 acres of land was deeded at no cost by the developer, Glenmore Associates, on July 8, 2010. Included is all property identified as 'Common Area' on the plats of Glenmore, including the gatehouse. Roads are not included at this time, neither are 'residue' areas, both of which we hope to get transferred later this year. Common areas within the Bremerton Cottages and Scottish Homes were deeded jointly to the GCA and the local association, consistent with their recently signed maintenance agreements.

Sections S and Q2 were excluded from this phase of the transfer, due to the need to modify their common areas somewhat as a result of the Livengood and Leake developments.
